The Sagarmala Mega Project

The Sagarmala Programme is an initiative by the government of India to enhance the performance of the country’s logistics sector.

This project is also popularly called as  Blue revolution.

It is the Partner project of Make in India.

On three sides India is bound by sea and has a 7,516.6 km coastline.

The project aims at unlocking the  potential of waterways and the coastline, enhancing port connectivity via road, rail, multi-modal logistics parks, pipelines & waterways and promoting coastal community development.

Aim, Purpose and Vision of the MegaProject

  • It has the potential to boost the GDP of India by 2%.
  • Railways contribute 9% to the GDP; the Road sector contributes 6% to the GDP and ports’ share of GDP is only 1%. With this project the government has the target to boost GDP by 2%.
  • Aim of boosting merchandise exports by US$110 billion and generating around 10,000,000 direct and indirect jobs.
  • Dream of MegaPorts becoming the drivers of economic activity in coastal areas.
  • CEZs will also create synergy with industrial corridors passing through the region.

The Sagarmala Programme was originally mooted by the National Democratic Alliance (India) government under Atal Bihari Vajpayee in 2003 as the maritime equivalent to the Golden Quadrilateral, another project under his government in the roads and highways sector.

To assist in the implementation of Sagarmala projects, the Sagarmala Development Company Limited (SDCL) was incorporated on 31 August 2016,

Under Sagarmala Programme, 577 projects, at an estimated investment of approximately ₹8.570500 lakh crore (equivalent to ₹9.2 trillion or US$130 billion in 2019)

The Project is planned to be implemented from 2015 to 2035 phase wise.

Current updates on the project;

  • As of May 2019, 334 projects have been initiated across the country under this programme, the minister said.
  • “Approximately 10,000 jobs have been created through projects initiated under Sagarmala by the ministry of shipping during the last three years,” said Mansukh Mandaviya, the minister of state for shipping and chemical and fertilizers, in a written reply to a question in Rajya Sabha.

The impact of the Covid-19 pandemic is evident everywhere. All types of gatherings, social work have been stopped.

Take the case for active pharmaceutical ingredients (API). India accounts for one-fifth of the global supplies of generic drugs, but is heavily dependent on China for raw materials (API), which account a staggering 68 %  of our total imports from the country. In the absence of a self-sufficient API ecosystem, domestic manufacturers are exposed to frequent supply disruptions and pricing volatility.

Recently, the Modi government has committed nearly $1.8 billion for creating a self-sufficient API ecosystem. This is a welcome step. To further the API security and ensure an uninterrupted supply, a National Stockpile of generic medicines for critical illnesses should be built up

The PM’s thrust on ‘vocal for local’ is also visible in the revised public procurement order that now gives preference to suppliers that have over 50 per cent or more local content. Earlier, the Modi government had disallowed global tenders for government procurement up to Rs 200 crore to give Make in India a much-needed push.
